Of course that's true. Freedom is without limits until limits are imposed by society. For example, voter turnout in the USSR was nearly 100%. That doesn't mean the citizens were free to choose who to vote for. When we have an election, we have the freedom to chose NOT to vote. True freedom is the same as anarchy and chaos. Freedom does include the choice of good over evil. Society limits freedom in order to form a orderly government. This is a proper question for this section, but you might get better source material if you posted this in sociology, too. I have a law degree, but my Master's was in sociology and this is a common topic in that field. This is a similar scenario to "Lord of the Flies", if you're familiar with that book.

"Evil" includes anything that people oppose on moral grounds, and that the person does deliberately.
Someone or something can be "evil" in one religion, and very good in another, based on different moral codes.
So, yes, freedom is being able to do something even if someone else doesn't like it.
